1909 NEW HAVEN CHILD LABOR BOWLING ALLEY PHOTO
This photograph formed part of an investigation into child labor by the documentary photographer Lewis Hine. I should add, since I am listing a number of these child labor photographs, that this was not an investigation of criminal sort. Child labor in the early 1900's was perhaps a moral issue but not necessarily a legal issue. Children could and did work and there was no federal oversight regarding this. Laws about child labor varied from state to state and It was not until the Great Depression of the 1930's that federal law effectively regulated child labor. One of the reasons that the government was willing and able to tackle the child labor issue during the this period was a rather simple one, competition. In a time of massive unemployment, children took jobs away from adults. It was also during this period when mandatory education laws came into being.
